Should we allow users to setup their phone numbers while going through the
2nd factor authentication (Using Duo)? For now, if the user doesn't have
any phone numbers in their IS account, it will automatically go to the Duo
enrollment process. In which the user can add new device (phone number)
This information will be saved in Duo but not in IS account and will be
used in future authentications. I this it should be stopped.
