Hi Jason,

Your observation is correct. We don't need these default policies anymore
since we are not allowing users to apply security policies from the
management console with scenario selection UI. But there is no harm in
keeping these policies since they are not referred by proxy services. Also
we are not recommending users to apply security policies from UI instead
they have to use the Dev studio.
