Can you try updating socialAppUrl within store-tenant.json in a fresh pack (before stating for the 1st time)? If this is not working, probably we are taking this from the store.json which we need to fix(since we are going to get rid of this store.json in future ). Please create a jira for this.
During the initial startup we combine the content within store-tenant.json and store.json, then put in to the registry(/_system/config/store/configs/store.json).
