Hi Hasintha, AFAIK, the purpose of the Application role is to assign permission to the users to configure the service provider. So, most probably there will be very limited amount of users with this permission. Also, the purpose of these charts is to show the count of total users who logged into an app rather than showing the count of editors. So, don't you think it is not relevant to show up in the top roles gadget anyway?
Moreover, with the current implementation of gadget filtering I doubt you can achieve option 2. Please refer JIRA [1] for more information.
