Good point. I also think there is practically no purpose to count login
attempts for users in application roles (or any other domain of roles we
may create in future for internal usage in IS). Application roles are
created for role based access control to service providers in the
management console. If one wants to see the list of users in this role they
can simply use the user-mgt view.

I am also biased to option 1. Others may have a different opinion.
