Hi All, In C4 user name was an unique identifier and we returned http response 409 (Conflict) if user name already exist [1]. In C5 user name is just an another claim and we can add multiple users with same user name. IMO we should check isUserExist in SCIM level and avoid adding multiple users with same user name.
