I've thought about this topic a little bit, and following is how I'm thinking to go about working on further implementation on XalanJ dev repos branch xalan-j_xslt3.0, I'll first commit code changes to my git branch (which is fork of git branch xalan-j_xslt3.0). I'll then create a git PR to merge code changes to the branch xalan-j_xslt3.0, which I'll then merge to the branch xalan-j_xslt3.0. I shall ask for a code review and shall wait for the code review to be completed, for my git PR if I'm not confident about the correctness of my code.
