Don't forget that if someone wants to use the tests they can just have a
dependency on the test JAR. It's just not a good pattern to have the tests
split in a separate repository.
IMO we want the ability for a PR in xalan-java to run all the tests
automatically, which is the normal and simple way to do FOSS development. I
don't want to even think about what kind of complex GitHub action definition
would be needed to do it otherwise.
