The code for the Eclipse plugin is in the Axis2 SVN (https://svn.apache.org/repos/asf/webservices/axis/trunk/java) under the tools module and the binary plugins are at http://ws.apache.org/axis2/releases.html#0.9. Note however that the binary version of the plugin is part of the axis2 distribution.
The version of the plugin in the distro is a bit outdated now (It does not have the XMLBeans support!). However I plan to complete it for the next release.
