The {{newReservedAllocation}} is always called with a result of RESERVED.
The name indicates that the allocation is a reservation and we should thus
create one and not depend on the parameter passed in. Calling
{{newReservedAllocation}} with a different result returns a non-reserved
allocation which is not logical
