### What is this PR for? Flink doesn't work in cluster mode because we didn't use `FlinkInterpreterLauncher` in `DockerInterpreterLauncher` which is used in cluster mode. It is a straightforward change to just use `FlinkInterpreterLauncher` in `DockerInterpreterLauncher` ### What type of PR is it?
