### What is this PR for? Flink 1.12 is almost the same as flink 1.11 in api perpsctive, the only change is ExecutionConfig#disableSysoutLogging is removed. So in this PR I fix this issue by didn't call this method if flink version is newer or equal to 1.12. ### What type of PR is it?
