If NFLabs is within its legal right to control the entire code base, all you need to do is submit an SGA to ASF secretary. Read this doc: http://www.apache.org/licenses/ especially the section titled "Software Grants". I would also encourage NFLabs to submit a CCLA (see sam docs for details). Thanks, Roman.
