this is still failing on 3.4 branch (incl this latest patch).
See testEarlyLeaderAbandonment5.txt.gz (attached).
Notice now that the stat is continually run, without the clients attempting to
connect to the server. The test doesn't seem to be cutting over from detecting
the service is up to starting the clients.
