I sent that last comment without refreshing the page.
It seems the logs are not needed any longer, since the last patch fixes the
problem.
My interpretation of your last patch is that you are not taking peerEpoch in
the comparison. For outofelection all zxids equal Vote.DONTCARE, so the
condition results in not using peerEpoch. That is the first option in my
previous comment.
