Thank you for your inputs  [~fpj] and [~shralex].

I looked at these, and we could potentially consolidate some of these classes. 
QuorumUtil is generic and creates (2n + 1) quorum peers with n as input.  
QuorumBase can be a special case of QuorumUtil (as also mentioned in the code), 
 as it always creates 5 peers. As for having a MiniZooKeeperCluster equivalent, 
I was wondering if it would be a good addition and zk tests can reuse it and/or 
port to it slowly as appropriate. What are your thoughts on this?
