This patch provides 2 different {{<junit>}} invocations and dispatches to the 
correct one depending on the Ant version.  A new {{junit-init}} target sets up 
the properties, classpath, and compilation file sets that are common to both 
invocations.  I tested the following build commands using both Ant 1.9.4 and 
Ant 1.9.2:

ant -Dtest.output=yes -Dtestcase=PortAssignmentTest clean test-core-java
