The exact process is a little different across different Apache projects.  For 
ZooKeeper, the patch needs to be reviewed and given a +1 vote by at least one 
project committer.  We prefer to get 2 committers to review the patch, except 
for very low-risk patches (where the exact definition of "low-risk" is left to 
a committer's judgment).  This can take some time, because there are multiple 
patches awaiting review and only a limited number of committers.
