Indeed, "dropping" in that sense wouldn't leave an obvious place for new contributions to land, even for people who are otherwise comfortable fishing out code off older revisions. Conversely, I am willing to help splitting some modules once a plan has been drafted. (I would emphatically suggest to try and retain "full" history wherever possible, as it often is the only way to trace code fragments back to relevant tickets and/or contributors.)
