Are you sure this is not a lock created after validation of the page? You can force locks on published files (so that an author can not change a file which is already puvblished by overwrriten it) by a settings in the jahia.properties file. You may also desactivate such file publishing locks by setting the value to false (warning: this will not change past files with existing locks):
