Thanks a lot for your answer.

In fact, the problem is other.

For example, on the "user management " page (adminisration Part) , we can see the label "Toutes les propriétés"  which is present in C:\jahia4.1.0_01_b607
\tomcat\webapps\jahia\WEB_INF\classes\JahiaAdministrationResources_fr.properties file

 

The corresponding key is org.jahia.admin.users.ManageUsers.allProp.label

Now , if I launch a new search with this .I find only one file including  this (C:\jahia4.1.0_01_b6070\tomcat\webapps\jahia\jsp\jahia\administration\user_management\user_search.jsp). Despite of that, I get the impression that this is not the file which manage the page display because if I move it and I launch again TOMCAT, the page is displayed normally.

It is quite impressive.

 

I don't understand Why

If a property is not found in JahiaAdministrationResources_fr.properties,
it will be looked up in
JahiaAdministrationResources.properties instead. The second file acts as a
"by default" file, meaning that all properties that don't have a value in a
specific language, will still have a default value fetched from that file.
If no corresponding property is defined in either the language file and the
default file, then nothing will be displayed...
