The pgpool status file (at /var/log/pgpool/pgpool_status) was corrupt and 
confusing pgpool, causing it to reject new connections since it thought all the 
backends were down.

I stopped it, removed the file, and restarted the daemon. Trac is back now!

Cappuccino wasn't working because the init script isn't set in chkconfig to run 
on runlevel 3. I started the daemon and set it to run on boot as well.
