The process that Trac uses to store everything was trying to read in a garbage configuration file. Rather than run with nonsense configuration, it didn't run at all. Thus, Trac had no storage behind it, so it didn't work. Cappuccino wasn't listed in Linux's equivalent of Startup Items for the runlevel (system mode, like single-user vs. multi-user on OS X) that the server uses.
