Http smsc makes a http request request from a http request - well this
*is*
relaying, after all ;) (In case of WAP is makes a http request for a
conformant
sms message, which is much less trivial). If realying is what you want,
you can
use it. Url has a cgivar for receiver address, it is, the client phone
