This is for keeping track of matching DLR's to their URL when they come back.
You should take a look at the store file feautre, this is your crash 
saver if kannel ever crashes (which it very rarely does).

Using MySQL for DLR is recommended for large volumes. Of course you 
can also do the same thing in your application because the chances 
that a message gets lost on the way is minimal and would only be 
possible during a few miliseconds between the submission to kannel 
and the submission to the SMSC and vice versa. Also if kannel crashes 
before sending the ACK to the SMSC the SMSC will keep the message 
stored.

And at the end kannel's access log gives you tracking possibilities.
