[PATCH] SMPP

Hi All

Some SMPP smscs give the msg id in hex at submit_sm_resp and
in the deliver_sm (default), others hex in submit_sm_resp and hex in 
deliver_sm.

This patch adds a new config var to the SMPP module:
"smpp-msg-id-type: 0 - default behaviour
                               1- hex in both submit_sm_resp and deliver_sm
