how about a smsc group directive like this:

 group = smsc
 smsc = smpp
 ....
 autodetect-ton-npi = yes
 ...

which means if this boolean directive is set, the smpp module will
(for this smpp link only) do the autodetection and corresponding
settings of the ton and npi values. (default would be off).

Mainly this is then what we already have. Hmmm, currently (if no
forcing is configured) the smpp module assumes ton = 0 and npi = 1. We
at Wapme here almost use only ton = 1, npi = 1 in our smsc
connections.

So if we force to ton = 1, npi = 1 for the normal way, we do have an
"individual" default per smsc. If autodetect-ton-npi is on it will
afterwards detect and set ton, npi accordingly, I guess this would be
a good solution?!
