MMS travels on top of WAP. So without WAP, you wont have MMS.
WAP can be provided in different ways however.
a) you subscribe to a WAP service of your operator
b) you subscribe to data services of your operator and you call an ISP to get access to the internet and you use a WAP gateway on the internet.
c) you subscribe to GPRS services and you use a WAP gateway outside of the operators network.
