Service description parameters in CIMD2

While hacking the Kannel source to add CIMD2 tariff class and service
descriptions, I noticed that the present code limits service
descriptions to one byte and values from 0-9.  However, the telco
required us to use a SD value of 29...  Reading the CIMD2 interface
specs from Nokia shows that service descriptions can go to 2 bytes and
values from 0-99.  What's with this?
