first of all, i dont think this question made sense for devel list.
You should have posted this to users list. Anyway, no bashing and
moving to answer your Qs.

0. I hope that MySQL was compiled with kannel.
1. You must need to send dlr-url and dlr_mask paramter along with your
sendsms request to receive the DLRs.
2. Dont expect the DLRs to be remain persistent in DB. They will be
removed as soon as kannel calls your dlr-url.

kannel keeps a mapping of sendsms requests to some of other HTTP based
SMSCs. wapme is one of them. please find in kannel docs if your SMSC
in one of them listed there. If not, just add patch the code for your
HTTP smsc. you may also submit the patch back to kannel cvs. no dount,
biggies on the devl list will approve that before you commit ;-)
