if you pull out sim, the modems i know do something similar to turn off. 
my modem driver checks, if the sim is still valid with checking the
signal strength (which actually goes to undefined if not registered with
the network anymore)

Kannel in fact does support DLR's (Delivery Reports) via at. what you
want to do is to set the
store-file = /var/lib/kannel/sms
for example. 

If you want better error Handling for the results of the
modem, you might want to give my newer version of the kannel at driver
a try. find it at my dialin at http://tar.gzipped.org/gateway.tar.bz2
tomorrow, as of atm. my new router is not yet finished and doesn't yet port
forward. sample configurations can be found at
http://tar.gzipped.org/modems.cfg and
http://tar.gzipped.org/smsc_at.cfg .

ps: my version features the store dir aproach of aleander Malysh, which
does sort of queue files under the store-file directory!
