Same deal with allowed-prefix. The idea behind it is that you give the user acount to a single user, which you bill, and let him send whatever he wants. After all he is paying for each one of them. No, there is no way to filter based on sender phone number. For MT pushes this is controlled by sendsms-user accounts.
