I am afraid black-list is same deal as white-list, i.e. destination numbers
only. Same deal with allowed-prefix. The idea behind it is that you give the
user acount to a single user, which you bill, and let him send whatever he
wants. After all he is paying for each one of them.

I checked the white-list in SendSMS-User Group and it looks it filters only
based on destinations as quoted from the manual below
"white-list : URL Load a list of accepted destinations of SMS messages. If a
destination of an SMS message is not in this list, any message received from
the HTTP interface is rejected. See notes of phone number format from
numhash.h header file."
About black-list I'm not sure how I might use it to do my propose as per the
below quote from user manual
"black-list : URL As white-list, but SMS messages from these numbers are
automatically rejected"

Sorry, misread your question.
No, there is no way to filter based on sender phone number. For MT pushes
this is controlled by sendsms-user accounts.

Please read about white-list & black-list in Users's guide. I am not very
clear about what you mean by "outgoing SMSC" but if you want to filter MT
(SMS push) check smsbox configuration. Else if you want to filter MOs
(mobile originated) check core configuration.
