Assuming it's like chmod then +ep adds the e and p flags while =ep would
set the flags to exactly that.
Obviously in the context on installing an rpm adding flags doesn't make
sense, you just want to specify what they should be.
Full details are in cap_from_text(3) by the looks of it.
