And that's it.   Adding -vv doesn't provide more information, e.g. which URL download is failing.

I tried --dnf-cmd, but the -vv for that is still processed by mock only, it seems.

Any suggestions?

The init step doesn't take dnf arguments, and --dnf-cmd executes the init step first (which fails). You can increase the dnf verbosity level in the configuration, e.g. change the debuglevel option in main section of "yum.conf" option of /etc/mock/fedora-28-x86_64.cfg
