Hi, What type of printer do you want to add (ethernet/usb/wifi)? I tried to add ethernet and usb types in my clean F29 virtual machine and both worked.
If the printer is usb or it is in the same network as your PC, then you should see it in CUPS web api when you try to add new printer (on localhost:631, when cups.service is running - tab Administration, 'Add new printer'). If you can add printer through CUPS web api, then the issue will be in gnome-control-center.
