People do install Fedora on those.
The only way we can keep staging storage down (and it would actually be less than deltarpm/normal rpm) is to use the local chunks at install time rather than download time. This comes with its own risks though, see the other emails in this thread, specifically the ones following Jan Pokorný's message.
