Adding a defaultfont provide won't help because locale to font package is a one 
to many mapping. You would need to add a all operator to rpm requires to make 
things like
Requires: all(defaultfont(:lang=foo)) work

(this would probably be useful for other things, but I already spammed the rpm 
issue tracker with other RFEs, if you want it to happen fill your own).

And adding the provides to font packages does not change the fact that someone 
has to maintain those provides, that someone is Akira right now. When you have 
a single maintainer centralised lists like metapackage requires are easier to 
work from.

IMHO this is a broken setup and local Fedora groups should take responsibility 
for the default fonts to install in their locale but they never stepped up to 
the task
