It means your packages already exist in the Product Definition Center,
For example:
https://pdc.fedoraproject.org/rest_api/v1/component-branches/?
active=true&global_component=gap-pkg-francy

Most likely the script which creates them went wrong. Ask infra to solve the 
issues.
