What are the consequences of this for packages that are maintained

- as both normal and modular packages,
- as modules only?

In particular, which "incarnation" of the package will land in the repos if
it's available from both sources? If it's just the highest version, this
will inevitably lead to conflicts and broken dependencies for dependent
packages.
