The log you presented shows: a) distccd not starting because of configuration error (configured to listen on non-existing 192.168.0.2 address) b) distccd service running (listening on different address) Do you mean that you configured distccd to start after network-online.target and it did not start after .2 is available? Well, first you need also Wants=network-online.target, second you need something providing this target (like NetworkManager-wait-online.service).
