Why does Clp require Cbc? As far as I know, Cbc uses Clp, not the opposite.
I see coin-or-Cbc goes through great lengths to bootstrap the circular
dependency on Cbc, to manually set COIN_HAS_CBC, and to manually link -lCbc,
which is not even supported by the upstream autotools setup.
