I agree. The Updates Policy even states that packagers should only
ever push builds / updates if they're expected to be pushed to stable,
and letting things sit in "updates-testing" for extended periods of
time is forbidden.

Even the current, latest podman update in rawhide is stuck, and nobody
seems to be aware of this situation:

- FEDORA-2021-147a47d0f8 : stuck in "testing" due to failed gating
tests, obsoleted by:
- FEDORA-2021-d963d68cb7 : stuck in "testing" due to failed gating
tests, obsoleted by:
- FEDORA-2021-a710045a4c : stuck in "testing" due to failed gating
tests, obsoleted by:
- https://bodhi.fedoraproject.org/updates/FEDORA-2021-b255b5da0d :
stuck in "testing" due to failed gating tests

At this point, that's just a waste of resources, when builds are
submitted but never even reach repositories.
