There's already a bug report covering a bunch of this stuff:

to make OpenColorIO happy with libHalf from imath you need an upstream
PR:

https://github.com/AcademySoftwareFoundation/OpenColorIO/pull/1432

but then you still have to resolve the issue of Krita wanting older
OpenColorIO. Richard is trying to get everything singing from the same
hymn sheet ATM, I think.
