I actually thought they were the same project but renamed.

I notice the current spec (correctly) Obsoletes: quagga < 1.2.4-17.
Should it not also Provides: quagga = %{version} so that updates
happen transparently?  I'm going to guess if not it's something to do
with the configuration files have a different name.
