Thanks. I'll follow up when I get a quiet moment.

I have this working in my copr, but it was a lot harder than I hoped.
All the parts are in 
https://copr.fedorainfracloud.org/coprs/barryascott/tools-testing/

This is now a lot more then a PR...

I had to:
* package pytz_deprecation_shim that is a new dependance.
* add boiler plate setup.py to allow the setup.cfg to be used to build tzlocal
* add AutoProvReg: no to stop unused refs being auto added (should only need 
AutoProv: no).
* turn off the tests in %check as they want to use pip to install stuff
* learn that rpmbuild is not close to mock/copr build again :-)
