I agree with Petr’s response, and I would like to add that most of the motivations for creating an EPEL-only package are in fact covered by one of the review exceptions[1], e.g:

   The package is being created so that multiple versions of the same
   package can coexist in the distribution (or coexist between EPEL and
   RHEL). The package MUST be properly named according to the naming
   guidelines

   and MUST NOT conflict with all other versions of the same package.

   The package exists in both Fedora and RHEL, but the packager wants
   to ship it in EPEL under an alternative name (as required by EPEL

   <https://fedoraproject.org/wiki/EPEL/GuidelinesAndPolicies#Policy>)
   to provide a subpackage that exists in Fedora but does not exist (or
   is not shipped) in RHEL.

So I changed BZ from epel to Fedora. And I hope now it will work.

When requestion a repository, you always need to refer to an approved bug in
Fedora/Package Review(*) with a matching package name in a subject of the bug.
The only exception is when no review is needed. Then you use --exception
option.

* Reviews for modules use a different product and component.
