It works fine for me.  Maybe you got a bad mirror.  If it happens again,
see if you can find out which server it's trying to download from.

The file is there.  What is the full path you end up with?  Maybe the mirror is registered with the wrong path.

https://mirror.linux-ia64.org/fedora/linux

It should be:
https://mirror.linux-ia64.org/fedora/fedora/linux

I guess that would require an infrastructure ticket to get it fixed.
