Yes, because it was still NEW and not acted upon by the maintainer.

Then again reported <https://bugzilla.redhat.com/show_bug.cgi?id=2259559#c7> installable (comment 7) on 25th which actually closed the bug.

Yes, if the previous maintainer is still interested in maintaining it, they can take the package back by clicking on the *Take* button.

It makes no sense to me to assign it back to them if they are not interested.
