IIUC the Fedora 41 Beta requirement is to successfully upgrade the system from Fedora 40, as mentioned here: https://fedoraproject.org/wiki/QA:Testcase_upgrade_dnf_current_workstation. So this still relates to the dnf4 package, which is used in Fedora 40. I expect this will become relevant for dnf5 at the Fedora 42 Beta.
